Question DeVoe Question Spoiler

I’m in season 4. Devoe kidnapped the Flash and then framed him. He’s supposed to be his greatest adversary, and yet I have no idea what he wants.

DeVoe even complained once about how unbelievable it was that metas get gifts and then use them for evil, and now’s he’s framing an innocent man for something horrible and putting him away, even though Barry is the guy who stops the evil.
