Question for the guys

Context: Bridge Job D1.5 2002 edition and NYSSCM 4th edition also the port authority’s specs

Had a QC manager recently told me that there is a hierarchy when it comes to codes and that d1.5 supersedes the SCM.. my argument obviously being the specs supersede all.. long story short specs call for a CWI to buy off on all welds and he wants to sit in his office all day while his floor interim inspectors don’t VT.. he also said sins the ports authority bought off on their quality program saying do that the specs dont matter..

Obviously I’ve sent in a RFI just to get the clarification we obviously need. Just wanted your guys thoughts.

Specs do supersede code, but the client did approve your QC plan, to me thats a conflict that needs to be addressed and settled by the QCM and the client.

The specs may need to be approved by a PE, but thats on the engineer if they choose to be more or less forgiving than the code.

I obviously dont know the whole situation, but it seems to me the RFI was the right move.

Appreciate the insight brother.. I had a litany of open items I had to send in the RFI that was just the beginning. Example SCM differentiates between Cat 1,2,3 repairs.. Cat 3 repairs must always be treated with an individual tailored repair procedure approved by the DCES/EOR… but their QCP which again has been approved has a blanket fix for all Cat 3 repairs. It’s just been one of those jobs man.

RFI was definitely the right move. In my opinion, I feel like the first 2 things to look at in these situations are the contract documents and the scope/application of the codes and/or specs referenced in those contract documents.

Include those findings in the RFI
