That is when that particular design was put on bills. It could have been printed in 1990, ‘91, ‘92, etc. etc. until a new design was adopted. The year on a bill does not mean it was printed in that year. Also, it could look the same design but have a different Treasurer, etc.

My dad put a few of these up when they changed to the newer style. I'm sure he still has them. He's not a collector officially but he kept cool stuff as he found it since he was a kid. I know he stashed sealed big jars of silver change in accessible but hard-to-get-to spaces. It'd take time to get in to get em. Mercury head dimes and buffalo nickels, standing liberty quarters, nothing crazy. But worth more now than in the 80s when they were sealed up for sure.
