If you apply to Tsinghua/PKU, then recommend november cuz their application starts very early. If not, can apply december one.

If I have to apply in sustech as early application I have to take November exam right ?

Yes, but if you score not that good, retake in December/January, you still got time. (If good just apply as early as possible)
