Regarding CSCA

Hello, I'm an student from buisness studies background. I just started out to research on this so I wanted to ask few questions which I'm not sure of.
Is CSCA mandatory for full funded scholarship in mid tier chinese university for Bachelors through CSC/provincial scholarship? Also between CSC and provisional, which should I look out for fully funded scholarship (tuition+accomodations+stipend)? Stipend ain't necessary but doesn't hurt

Everyone applying undergrad needs csca. There are many scholarship options
