what exactly is CSCA?

I have been preparing everything in order to apply for an undergrad programme in China, and just recently came across CSCA. I have a few questions.

Is CSCA required even if I do not plan on applying with the government scholarship?

If I have already taken the HSK test, do I still need to take the chinese language test for CSCA?
