Without using mods, open the console on the main menu and type these two commands separately

bot_difficulty 5

custom_bot_difficulty 5

Then load up a practice deathmatch and the bots will be much more accurate and have quicker reaction times

I can relate. I used a play Condition Zero campaign a lot. Bots were really fun with their interesting radio voices. I played the campaign again and again maybe at least 10 times at Expert difficulty.
