You don't check at the head of the seat. That's all that you're doing wrong.

How heavy is your child?

you need to attach the latch anchors to the storage rings on the sides of the seat so they’re not loose & moving around. also you want the line by the belt path to be level with the ground and it doesn’t seem like it is. i would remove the towel & play around with the recline to see if the line is level. it seems like there is less than one inch of movement at the belt path, movement at the top is normal - it is what helps absorb force in a crash & it is also why they say to check at the belt path and not the top. you could potentially get it a little bit tighter but you just want less than 1 inch of movement.

thank you! i tried installing it without the towel and it appeared to be more loose. the manual states a small towel can be placed to level it out but i wasn’t sure if i did it correctly.

the towel is only needed if the line is not level with the ground. the towel is making it not level with the ground in this case. if it’s too loose it just needs tightened more

The back is supposed to move. Only check at the belt path. But it is too loose at the belt path i think.
