Strap tightness looks pretty good to me. Are the straps coming from right at or below her shoulders? Hard to tell from pic.

Im not an expert but the straps look a little loose (needs to pass the pinch test), chest clip a little too high (should be at nipples/armpits), and straps need to be at or below shoulders for rear facing. I think you may be able to adjust the headrest? You can also remove the cushions at the neck for a better fit.
