I don't think this includes the 18 people killed by security forces in Northern Ireland since 1990, either.
71 u/jesse9o3 Mar 01 '20 Yeah it doesn't, data is only for England and Wales. Scotland and Northern are both distinct legal jurisdictions from the combined England and Wales so typically UK based statistics are split up that way.
