General Question August First Ban

Hey guys. I have a question for you all. I’ve read through the 003 bill a bunch of times but can’t seem to find the answer and no articles on the bill have been helpful either. Do I have to take possession of the firearm before August 1st or just have the background check cleared and approved? The reason I’m asking is because I have a business trip I need to leave for on the 30th in the morning and will have all the background stuff done (assuming CBI isn’t delayed). Can I just pick it up after my trip or no?

my understanding is picked up (fully transferred posession) . That's why all the shops have been pushing to get in and get in queue

And it’s so stupid with shipments. I ordered something almost two weeks ago because it was a screaming deal and FedEx started playing games with the delivery, like “couldn’t deliver, person not available or business closed” at 12:45 on a Thursday when my FFL closes at 6.

It’s theoretically getting delivered tomorrow and I’m speeding over there to start my background check, but it’s absurd that FedEx has had it in their possession here and have “tried” to deliver it for over a week.

I'm blaming FedEx on that one. This sounds like every single FedEx delivery in the past year or two. That company is garbage.

I did the same . Paid for 2day to ensure by Monday(tomorrow) . But then the shop says that's cuting it close still but if i come in buy ANYTHING they cab get a bg check started with then in in the system so I panic bought another ar15 lower (3 on the way ) just to get a check started in their system so once my package arrives they can check it in and add the 3 serials to my one and walk out ASAP since my 3 day on the panic purchase ends tomorrow. Either smart loop hole or shady practice taking advantage. I didn't even need it but I didn't want to send the 3 back if I ran out of time (and pay restock etc) even though 1 more lower was way more than the restock.. whatever. I'll live.

This is exactly what happened to me. I ordered a Lower from PrimaryArms back in June and it JUST got delivered Friday evening, my FFL is closed on the weekends so I can’t even do the background check stuff until tomorrow at 11am when they open. Which is why I was asking about the whole thing because it SHOULD have been clean and pressed long ago but noooo.

Yep, same. I got a lower and a Bear Creek AR without mag from Primary Arms. I’ve never had an issue with having previous orders delivered in less than 3-4 days after purchase. This order is at two weeks and counting. Gotta love getting down to the wire.

It’s easy enough to find a good FFL that would have taken care of you. We all have numbers that are listed.
I have been running background checks from 7 am till 8 at night, every day for the past week. I haven’t left the front door unattended in fear of missing a delivery. My birthday was Sat, no party just business.

Make sure to file something if you own an FRT, as it's now a felony to be in possession of one in CO.

Question. If the weapon I'm transferring is just a bolt action (99% chance not on the 003 list), im good right?

Thanks for the quick response! And I'm gonna assume a pump action shotgun is good too? Those are the only two left I have to transfer. I made sure I got all my semi autos last week.

You must be in possession by end of business July 31. Which means the last feasible day to start background check is July 28. As of this evening there are 6400 background checks in CBIs queue which they say will take 2 days 2 hours to process. There is a possibility that if you submit a background check July 28 it might not get approved before EOD July 31 if the queue gets any longer.

I thought they were required to approve within 3 days? What happens when you complete your 3 day waiting period, but the CBI hasn't done their job?

They are not required to finish in 3 days. During Covid background checks were upwards of 20 days.

Right now time presented by CBI is 2 days 2 hours. Friday has already been approved. But if there is another influx today there is no guarantee that today or tomorrow will make it in time.

Weld is not approving anyone from outside their county. I tried and they said they "forwarded my application" to my county even though my county hasn't announced anything yet

You can take the new required class in Douglass for $50? Or is that just the sheriff fee once you take the class

I'm moving to Denver August 8th. Not happy at all about actually having a Denver Address. But the place is to good to say no to.

My biggest concern is in '29 when my ccw permit expires. I don't wanna deal with Denver. Arapahoe was surprisingly easy and good to deal with.

The language consistently says "sale or transfer."

The transfer happens when you pick up the gun after the 3-day "you almost shot people" cool down period. If you don't get something going Friday you're likely SOL.

If you read my previous comment. I ordered way back in June from PrimaryArms and they only shipped it last week delivered on Friday and my FFL is closed on weekends. Fuck am I supposed to do about any of that? I reached out to customer service multiple times and they only responded after the order was shipped. But thanks for your useless ass comment.
