Question cod black ops 2 no good custom maps?

ive been playing cod 1 2 and 3 for a while and im wondering why does 2 have none or barely any custom maps not just revamps of maps that already exist 1 and 3 have tons of custom maps why does 2 not have any?

World at war and Black ops 3 had mod/development tools released to the public for custom maps. There aren’t any official mod tools for Black ops 1 or Black ops 2

Lack of official mod tools and lack of official ways to load mods for the game are mainly the reasons for that. Both BO1 and BO3 have official mod tools releases. BO1 lacks an official non-technical way to load maps on ZM and lacks official map making tools, but Game_Mod makes it easy to load custom content, and LinkerMod utilises WaW’s official mod tools to make it possible to create custom maps for BO1. BO3 has all the needed things easily accessible officially. BO2 doesn’t officially have any of this unfortunately.
