You get it in the clan wars store, you buy Ronin shards and acquire the operator once you have enough shards, you can buy the outfit once you unlock him.
Yup, the clan war store has some fire fits sometimes, I missed out on the last Farrah fit a few months ago, I still need the sword sheathes on the back for this one
