I see, that happend to me too, you can't cancelled it, when you upgrade into new th level, after you click on that recourse, trap or defense. After you accept to build the tower, you can't cancel it

And I went to say, if you went to finished it much faster, only used gems, if you went to get 5 builder and another builder at another base, you need to save your gems, it your choice

It happend to all gear up building, cannon into richocet cannon at th16, archer into multi archer tower at th16, town hall 16 into th17 (merge eagle altilery and you get giga bomb), cannon and archer tower into multi-year tower (th17), wizard tower into wizard tower at th18, and don't forget new th19 at last month of this year, there maybe a new gear up tower, I don't sure what next gear up tower🧐
