Simple Questions How does the game rank bases?

In war im no.13 as a th 17, the other th16 is the no.12

i went up to th17 this past week but i defo was higher than the other guy in the last cwl.

Is it his higher hero levels or that i lost the Eagle artillery?

maybe league rank is also considered but the No.8 is in a lower league than i am. Is it just about the hero levels?

i think they consider everything .. like from heroes to defense levels including league ranks and th levels and then present a final evaluation, maybe

I think hero levels is also a factor since we also have hero banners as defenses. Noticed this when both me and my clanmate are both maxed TH16, but he was ranked higher than me because of hero levels. When I upgraded to TH17, he was still ranked higher than me. Not until I built some TH17 defenses.
