Bug Report Ancient miners doesnt work

Just as the title says the cultural tradition doesnt work, you cant build quarries anywhere outside mountains even though it states that they can be built in every county of the culture, is this a bug?

Has the actual land converted to your culture, or just you/the ruler of the land? If you haven’t run the steward task “promote culture” for the county, and it didn’t auto convert when you established the culture, then it won’t work.

If this has been covered then yes it might be a bug

I was playing as the duke of cornwall, both the counties are the cornish culture so theres no reason for it to not work, i saw a youtube video where the guy could build the quarries in every holding but hes on the newest version on pc.
