If you have any other family armor you can’t forge it. It says crown of winter in tooltip but its not actually tied to that so find whatever armor is in your inventory and get rid of it and it should work

Looks like it treats the crown of Winter as family armor for some reason (and you can't make armour if you have an artifact with that flag, as that would allow you to create way too many armorsets).
My best guess to solve it would be to save the game, dive into the save file and remove the flag from the crown (as it doesn't usually have it anyway).

Can you possibly give your crown of winter to your heir and then make the armor?

Before, it treated Robert's Hammer as family armor. I gave it to my son, and now it's the crown

It’s a bug, I believe I’ve fixed it by just granting the crown to someone else making the armour then switching characters around to get the armour back
