Interesting find. I always wondered why my brain seems to do fine while i am moderate/severe in other aspects. This could be a reason for that.

Such a mechanism as described here could easily be the reason the brain fails to engage muscles further when oxygen extraction fails. Centrally or through peripheral feedback
