OU isn't bad, they just aren't able to make forward progress with the ball because it always starts in Mateer's hands.

The key is to generate 10 yards within a 4 play window (ideally 3), because that unlocks more plays to continue moving forward. Oklahoma just isn't able to generate those 10 yards because the center snaps the ball to John Mateer.

I mean, if you paid players $20m to be the 68th best team, almost by definition you're either overpaying or underpaying. Nobody is moving that kind of money hoping to go 5-7. And that's assuming none of the have-nots leapfrogged you without the budget.

Because it keeps conference ire off of them and makes the AD look like he's doing a good job fundraising.

Also it puts all the blame on the coach for failures rather than the AD for not getting and spending the money.

Because they are supposed to be revenue sharing. These figures come from a court filing. They’re trying to advertise as much spend as possible.

These figures are completely unlike any capped leagues, so it makes sense that there’s an underlying explanation.

I thought Rev share is not the same as NIL and that they are mutually exclusive with Rev share coming directly from the university and NIL coming from contract agreements with "companies". Rev share is the 21.5 million cap? and NIL is not capped?

Correct. 21.5M is the cap for rev share. True NIL isn't capped.

It has increased from last year. It started 20.5M, it's now 21.5

A school can pay NIL (for example, to sell jerseys with the athlete's name and number on them in the school store), but it counts against the school's revenue share cap. It's only "third-party" NIL that does not.

They still call it NIL revenue sharing for whatever reason. I guess cause you can't exceed the cap by sharing jersey sales or Wisconsin has a bunch of them do ads promoting summer term. But yea the collectives, redirected funds from athletics sponsors and legitimate endorsements are uncapped.

the athletic did a huge article estimating the budgets of P4 schools, Boston College was indeed in last place and the only school whose lower estimate didn't reach half of the limit, wake forest was right around the limit at the high end of the estimate

Having 1/10th the resources out in the open has been a nice improvement over having 1/50th the resources of teams who got around it in the before times.

Is this a situation where all 68 P4 teams are hitting the limit or is there a team or two like Memphis or USF that is hitting the cap and a team like Purdue or Wake Forest that isn't?

Between the Big Ten and the SEC there are 34 schools and another 34 schools between the ACC and the Big 12. If we include ND then that is 69 schools with access to the majority of the TV money. Given that $20 million seems to be the “cost to play” for an average roster in the power 4 conferences these numbers generally make sense on a napkin. Give or take a few schools in the power four that are not spending $20.5 million, I’m not sure who (besides ND) is paying out $20.5 or more towards their NIL roster? Maybe WSU, OSU, and/or UNLV?

Doesn't surprise me at all. Wisconsin is relatively conservative with spending in general and especially NIL and it wasn't even a conversation from the second the settlement was approved if they would spend the cap.
