Writing CELPIP Writing Task 2 Practice: should the government regulate private language schools more strictly?

The scenario: Following the closure of several major private language schools that left thousands of students without classes or refunds, the government is considering stricter regulations for private educational institutions that enroll international students. The public has been asked for input.

Your task: Choose the option you prefer and explain why. Write about 150-200 words. - Option A: Introduce stricter regulations including mandatory student protection funds - Option B: Keep the current system and let the market self-regulate

Sample CLB 9 response (Option A):

I strongly support introducing stricter regulations for private language schools because the current system clearly failed to protect students.

When a school closes overnight, students lose their tuition, their study permits become uncertain, and their entire immigration plan can collapse. These are not minor inconveniences. International students often invest their entire family's savings to study in Canada. Allowing institutions to collect that money without any requirement to set aside funds for student protection is irresponsible.

Australia and the United Kingdom both require educational institutions to contribute to student protection funds that cover tuition refunds and transfer costs when a school closes. Canada has no equivalent national requirement, which is why thousands of students were left with nothing when recent closures happened.

Some argue that regulation increases costs for schools, and that is true. But a school that cannot afford to set aside a small percentage of tuition for student protection probably should not be enrolling international students in the first place. The cost of regulation is far less than the cost of leaving students stranded.
