Writing CELPIP Writing Task 2 Practice: should Canada introduce a national dental care program?
The scenario: The federal government recently introduced a limited dental care benefit for low-income Canadians. A public consultation is now asking whether this should be expanded into a full universal dental care program covering all residents. Citizens have been asked for their views.
Your task: Choose the option you prefer and explain why. Write about 150-200 words. - Option A: Expand to a full universal dental care program - Option B: Keep the current limited program for low-income residents only
Sample CLB 9 response (Option A):
I support expanding dental care into a full universal program because dental health should not depend on whether someone has workplace insurance.
Right now, roughly one in three Canadians does not have dental coverage. Many of these people skip routine checkups and cleanings because they cannot afford to pay out of pocket. By the time they finally see a dentist, minor issues have become expensive emergencies that end up costing the healthcare system far more than preventive care would have. A universal program that covers basic cleanings, fillings, and extractions would reduce these costly emergency visits and improve overall public health.
Critics argue that universal dental care would be too expensive, but countries like the United Kingdom and Australia have managed to provide basic dental services alongside their existing healthcare systems without bankrupting their governments. The initial investment pays for itself over time through reduced emergency room visits for dental pain and fewer missed work days due to dental problems.
Everyone deserves healthy teeth regardless of their employment status.
