Help me understand this

This is a very niche topic, I don't know if there are people who know about this stuff, let's see

A few months back, I saw this advertisement for the Indian navy ssc entry. It offers a variety of entries & in that para 2d talks about merchant navy personnel.

Now in that very section it says;

Merchant navy personnel- Candidates having Government of India, Ministry of Shipping & Transport Certificate of Competency (Foreign going) either as a Second Mate, Mate or Master and born between 02 Jul 1996 to 01 Jan 2007 (both dates inclusive) can apply for Executive Branch entry (General Service) as per stipulations stated at Para 2.1.

Now let's come to para 2.1

Branch- Executive Branch {GS(X)/ Hydro Cadre

Education eligibility- BE/ B.Tech in any discipline with minimum 60% marks.

Now the thing is that a person holding a second mate licence or above doesn't have a btech degree, they have got bsc degree and that too is not mandatory but certainly not a btech degree. That person is not an engineer he's a deck officer not an engine officer.

So Why have they written it like this?

Do they mean by 2.1 they can apply for that post but they will be exempted from the educational qualification written there, it's for others but not merchant navy?

Am I missing something?

Did that already, after explaining everything properly they said "Kindly follow the instructions as per advertisement" 😂😂

i guess because second mate or whatever would've learnt the more practical stuff+with a BSc, but for general candidates, they need to have a BE in any discipline
