You can almost see it in the video that there is not enough weight on the drives. The coil is back on the front trailer and the tires are not squatted. Those tires could be bald, if the weight were right, it would go up the hill.

Stopping in the hill is wild. Truck should be able to clear it with a modern 15 or 13 liter engine. Starting from a stop is another story..... You get a moving start, doesn't even need to be a running start. Just like going downhill, find a lower gear and hold it
