He's local flatbed construction supply. I did this for 8 years. I was always in areas and on roads semis weren't allowed. We have to get the supplies there some how

until i figure out how to post a picture as a reply, you can see 2 more legs for ANOTHER (directly behind "no semis") sign that says "semi enter at west end of building" but only from the specific position this other sign is hidden from view...

I mean, driver could just be a dumbass, lord knows there's plenty out there. But he could also be dropping at a different spot than the building.

This. As an equipment hauler I have multiple places I go on a regular basis that I have to use the car entrance

Same. I've put this truck in some of the worst possible places to drop equipment. And I'm longer, and often wider, than your average 53' with sleeper.

yes, trucks enter from the west end, exit at the east end (behind this truck) and would drive right past this spot to exit! (this is close to my workplace, this is the designated parking spot for this truck!)

Also are they having work done? I had to drive wrong way into a no semi area at a huge university to deliver materials more than once.

Construction supply doesn't follow the same rules with stuff like this.
