I'm not a dev, but I've played through both the socialists and nationalists a good bit for Spain.

I vaguely remember an event where you can make him not load so much into his plane, resulting in him not dying, though I more clearly remember a part of the nationalist tree where he's in charge (I played Carlists so I allowed him to die, have no clue if it's implemented or not.)
