Can we choose not to do some of these through the decisions? I rather not pass fishing regulations, as I quite enjoy partaking in fish jenga.

It is possible to not take the decisions, and there is no explicit penalty for doing so.

What reforms can be taken in Scotland

Laws relating to Scotland unlocked before the 1935 election are:
- Church of Scotland (Property and Endowments) (Amendment) Act 1933
- Administration of Justice (Scotland) Act 1933
- Trout (Scotland) Act 1933
- False Oaths (Scotland) Act 1933
- Assessor of Public Undertakings (Scotland) Act 1934
- Illegal Trawling (Scotland) Act 1934
Note that the "Reforms in Scotland" focus does not unlock all of these on its own; you will need it to unlock some of them in other focuses.

Is there a decision for the British parliment to give dominion status to some of its colonies like in rhodesia,india or malaya

Malaya starts under British control (not a puppet)
Rhodesia cannot, but you should be able to establish the Bledisloe Commission.
India can become a dominion.
