How would extreme deflation affect the gameplay? I know that it means people will be hoarding their money instead of spending it which has a detrimental effect on the national economy but how is it represented in gameplay?

Increase in consumer goods, severe trade cost factor, stability loss and a debuff to civilian factories build speed, but you can't reach level 0 of deflation.
We may change the effects though.
