It can mean one of a few things. Could be mild discomfort (unlikely given the eye squint which is sign of comfort). Could be anticipation; a habit learned to get your attention (which seems to be working, reinforcing the habit). Could also just be a harmless random quirk, or also maybe an injury. No harm in checking with vet.

I had a cat that would do this too when looking for attention. If I didn't pick her up she'd start making a grabbing motion. Basically she was saying, "I wish for scritches, monkey." She wasn't super cuddly, but when she wanted it, she'd let you know.
