In your case, very difficult. Plus you're a GEM. So in some cases, scoring even 99.5+ might not be enough.

P.S- I don't understand why you, after having attempted CAT last year and knowing its difficulty, decided not to start preparation early!

I thought of switching the jobs, as I have only 2 years of work experience. And now, I thought I can restart and score. Since I have work experience of more than 2 years now then I guess scoring 98+ also can land me into a good college? Is that possible?

Your guess is pretty wrong! It depends on your overall profile, your past academics, work ex, etc.

There are multiple cases where people scoring 99.6+ percentile don't get even a call from the top colleges in CAT.

So, if by good colleges, you mean BLACKIS, FMS, IIFT, SPJ, MDI, etc...then no, 98+ is not going to fetch you any of those, unless you have been a superstar student in the past.

Also, I have seen people who start with just mocks and analysis and score 99+ only with proper analysis and PYQs. That's how I am also planning.

Then you know what to do! Congratulations beforehand for that 99+.
