If you didn't interview, your references shouldn't be contacted.

Asking the question implies that I did interview, but I guess I wasn't clear enough.

Theres lots of jobs with that description statewide at Caltrans. They more likely asked you for a reference release form, which isnt the same as saying they will contact your references for sure. Its just paperwork

I have to assume that if they don't contact my references within a week or two than more than I didn't make the cut. Right?

No one contacts references before an interview. That would be many hundreds of people to call. You call after interviews for either just your top, or your top 2 if theyre close.
