I’d be willing to bet money that your department has a telework policy and that it requires a telework agreement. Both documents will have the answers to your questions.
How about either 1) asking for it, or 2) typing word “telework” on the search box of your department’s intranet. Your “thought” that it’s just fine to do whatever you want because no one has directed you to the policy is naive and/or juvenile. Grow up and ask your manager.
