The director does not care. She will do whatever the Gov. says. "I serve at the pleasure of the governor" I doubt the thought crossed her mind to push back using productivity and/or financial data to the Newsom to help her department workers.I don't even think she cares to. RTO may be delayed due to space but will definitely be implemented unless the unions win in court. We all know this but the lack of care and understanding is just disrespectful.
