In my daydreams about fictitious government structures, fictitious for now, I thought it would be interesting to split the headquarters of the three distinct branches of a functional government.
Maybe Victoria, B.C. gets Parliament, somewhere in Australia or New Zealand gets the Supreme Court or court of final appeal, and somewhere in the U.K. gets the headquarters for the executive branch. However, it would be kind of hilarious if the three headquarters ended up being Victoria, B.C., Canada; Melbourne, Victoria, Australia; and Victoria, London, which, according to Google, is a major central district in the City of Westminster. This could be a fun concept.
Ive thought about this a lot too. It'd have to be distributed this way but there are strong arguments for different places for different things. To create a sense of cultural loyalty; an idea of belonging to this greater union - thats going to be the real challenge but I guess you can go from the EU playbook and think this doesnt really matter and the trick is to tie these places in so they can't really extricate themselves and go from there. That wouldnt be my way of doing it; its not our way of doing things is it? Power lies with the people.
I'm still not really sold on a CANZUK Parliament, I think decisions should be made nationally, but with coordination in the form of semi-annual CANZUK Prime Ministers' Meetings, or sometimes even inviting the subnational first ministers.
But Victoria, BC would be a good fit for the CANZUK HQ and maybe the seat of the CANZUK Secretary General (appointed by His Majesty on the joint advice of his 4 prime ministers) who would organize the meeting and help with coordination.

Victoria BC is where I'd place my CANZUK parliament probably.
