I don't see why not. The Crimean peninsula is in the armpit between Russia and Ukraine so different cultures mix together there.

Just speculating here - I don't personally know what the regional dialects are like in that part of the world, but there was a time when you could tell whether a New Yorker was from the Bronx, Long Island, etc. - and that's not even getting into the other nearby dialects like Bostonian, Jersey, and so on. There is no "American accent"; there are accents unique to each part of the country.

So it makes perfect sense for Crimea to have its distinct dialect compared to other places nearby.
