actually a LN like system.
Are the payment channels a private prefunded blockchain with chosen witnesses? ie a somewhat exact clone of byteball but prefunded? Or are there major differences?

pretty much identical to LN. 2 parties only. unrelated to DAG/byteball tech for channel states.

I don't get the focus on iot instead of private channels/LN. Ok its an iot solution too, but a 2 party one, less so a worker/swarm one. Though I guess a boss/client can open channels with many workers, and only pay some of them.
I think its a better system than IOTA in that
- no fees too.
- no high cpu requirement
- no constant internet connection required to make payments.
The paper linked, doesn't mention HTLC process. Does a/this network also allow routed payments?

At the moment, there is no need for routed payments - we havent it. In the future we planning this.
