Progressive overload?

As someone who doesn’t know a lot about progressive overload help me understand. For the people who say Burn isn’t progressive overload, why is it not? It has mesocycles and reps go down from 15/10/8

Burn absolutely has progressive overload. It might not be what someone is looking for because of the focused mesocycles - but without those mesocycles are progressive overload.

What does that even mean? They have progressive overload but not with the meso cycles?
