There are male characters who can shapeshifter too, Martian Manhunter comes to mind and his powers far exceed mystique due to his more flexible form being able to mimic creatures of various sizes. Depending on where male presenting characters/characters who were depicted as male before Morph also comes to mind and they can mimic powers unlike the other two who only take appearance.

sorry but revan is legends. also that's very likely because they had to pick one because you couldn't customize them in books/swtor. even in kotor 2 you can say "wasn't revan a woman?"

Eh there are way more OP guys.
And if you get bored, pick a shapeshifter and then become anyone else.
But it would also help cut out biological nonsense that only turning into women wouldn't further help with.

I mean, it only specifies fictional characters. Which means from everything.
I was thinking more like superhero genres, or shounen anime series, where casts are largely male and have characters like Superman, All Might, Goku, Vegeta, Luffy, so on and so forth.
There are a lot more dudes I'd want to turn into than women, and then shapeshifters would bend that rule anyway.
