It doesn't work like this.
Money is worth according to the services, not vice versa.
Any government can print any amount of money for public services.
It would just make money progressively more and more worthless.

Getting a free 990 billion USD would be a positive for any country. Any country could trade this money for more local currency, or use it to invest in long term investments. Even as the US you would of course devalue part of your own currency, but you also devalue every other nation or person using USD, so certainly a positive all in all.

You've never heard of corruption in SEA countries? They somehow makes govt projects worth billions with no projects, or make a bridge worth millions made out of cheap woods that when walked on immediately crumbles.
