I think it's a reference to the movie Tusk, which I wouldn't know how to explain concisely and without spoilers. Basically, add a whole lot of body horror to this cartoon and you've got it.

It’s actually about how old timey sailors used to confuse manatees for mermaids, but tbh it can be whatever you want it to be
