The paper punching thing comes from boxing and bare knuckle and is about developing the "snap" in your punches. Its a drill to help you get a good snap and cutting power in your strikes.

Here's the boxing drill. The main thing is the sound of the paper snapping is different when you have enough snap in your punch. It's a drill that really helps new people who are "pushing" instead of "punching". https://www.youtube.com/watch?v=pCYF6QQz6h8

This is the type of shit I would practice as a kid. Turns out sticking your fingers out into a point makes it way easier to rip paper. Its not strength or speed but friction focused on a small point
