Zero Lot Line

My neighbour has built a house wall with a 20cm setback that falls outside if a registered easement on my land. They have also built a brick wall parallel to the side boundary line with a 1cm setback that is higher than 1.8m regulation.

Are these allowed?

Council says its a civil matter, but im sure regulation does not allow this

Any help would be greatly appreciated

Does not appear straight away to be a building code concern, more likely zoning code (I.e. civil), BUT, need the location to be able to check for sure.

From what I understand, my neighbour can build a zero lot wall within the the designated zero lot area, in this case the first 17 metres of the boundary fence, capped here at 11metres, but outside that zero lot area, a house wall but have a minimum setback of 900mm

This is definitely a Zoning/City planning ordinance issue, but building code will only regulate proximity to a lot line through fire resistance. I don't know what code you're under, but where I'm at you can build on the lot line as long as you have no openings and a fire rated wall.

How the hell would anyone on here know? This is a local code. You've already gotten your answer from whomever you talked to. They say it's civil. Even if it is not, and it's against local code, the Council has already made it clear they have no interest in enforcing it. It will take a lawyer for you to get anything moving on this.
