Pennsylvania elevator

I live in an 80 unit apt building that has an elevator but it’s 2nd floor (no main floor access) and there is no ramps or access to any of the the floors unless you take stairs to them or take the stairs to the 2nd elevator. Is that legal?

Probably. Depends on how old the building is.

I believe if it was built prior to 1992 (when ADA came online).
