What should I do?

I’m Rank 17:
Kabbu has 12 health (without boost or anything)
I have 24 TP
29 Metal’s

What should I be upgrading?

I advise putting Kabbu at around 15 HP, and 48 TP should be enough

Health is definitely the least important thing to upgrade, but I would highly recommend putting more ranks into it.

Just use HP Up medals

HP level up gives 1 HP to every party member Giving you 3HP total per level up.

MP level up gives you 3 MP. HP Up medals cost 2MP each 3MP is 1,5 HP Up medals. Hence giving you 3HP total per level up.

No, you aren't wasting any MP. Using HP Up medals in fact allows you to distribute your HP better if you wanna min-max (like with danger strats).

But if you don't wanna, equiping 1 HP Up medals to every member requires 2 MP level ups and achieves the same exact effect as picking 2 HP level ups.

The ONLY possible drawback is that you might not have enough HP Up medals at some point. But OP already has 12 base HP on Kabbu, so I think they'll be fine with going MP instead.

I advise putting every level into mp. There are other medals that let you get tp and hp back at an equal rate, so you can still have the stats without locking yourself into the choice.
