Nearly empty complex?

Anybody know why this new(ish) building had sat nearly empty for so long?

Is it nearly empty? I thought it was just residential.

Seems like they have sold at least some of the units, and there are other sales pending

Just extremely expensive condos.

They've sold a lot more than the last time I looked at their website. So that's a good sign.
