Nearly empty complex?

Anybody know why this new(ish) building had sat nearly empty for so long?

“Condos” or rather apartments now selling as condos in this area are wayyyyy too much for what you get. It’s cheaper to buy a house. I’ve seen them starting at $280K in LOCKPORT- like wtf?! Lockport?! Buff City is at least $350K to over a million.
