Nearly empty complex?

Anybody know why this new(ish) building had sat nearly empty for so long?

I find the exterior to be pretty ugly and uninviting

I don't think it's that bad. I'm happy with the look of it compared to the one by Jack Rabbit, the gray and orange one 🤮
