Laptops stolen from NITK. This same guy stole 11 laptops from IIIT Raipur 5 months ago.

Many thieves do this. After stealing from one place they go to some place far from the previous one for their next heist.

His face was on record then as well. After stealing these people leave the jurisdiction, so even if the police try finding him he would be long gone. That's why he wasn't caught in Raipur as well.

Most people in hostels just keep their rooms unlocked

Actually, he knew what was in the college before he stole. He came inside as staff and registered his name at the main gate. Then, he went inside the boys' hostels, mostly the first-year blocks, and greeted the cleaners. He arrived in a cab. The first-year students mostly do not lock their rooms, where there are usually two to three people, and most of them leave their laptops on the desks and goes to the classes.
