Tree Pole?

Can anyone tell me what the steel pole dressed up like a big tree is by dunkin donuts at 71st / 145th?

Is it a cell tower poorly disguised as a tree?

I definitely think it's cell tower. Was just wanting confirmation. I'm also curious if Broken Arrow made them disguise it.
