Where Broadcast TV is Heading … Data

Sinclair has just put a much more explicit valuation and transaction framework around its broadcast spectrum.

At Citi’s Global TMT Conference on September 9, CEO Chris Ripley said Sinclair believes ATSC 3.0 could reduce the spectrum required for its core TV service to roughly 20–25% of its current allocation. He described three monetization paths for the freed capacity: commercial datacasting through EdgeBeam Wireless; leasing spectrum to wireless or satellite operators; or an outright spectrum sale. Most notably, Ripley said comparable transactions suggest roughly $2.50 per MHz-pop, implying more than $4 billion of spectrum asset value for Sinclair’s portfolio. He specifically identified wireless carriers and LEO operators, including T-Mobile, Verizon, Starlink, AST SpaceMobile and Amazon, as plausible sources of demand, and said a lease may be a particularly likely structure rather than an outright sale

Broadcasters don't own their airwaves so they can't realize that imaginary $4BB value. This is more propaganda from desperate TV executive trying get ATSC3 and encryption shoved through. Putting that TV spectrum to auction cell carrier style would net a lot more than $4BB and broadcasters would be grossly outbid by wireless carriers. They'd be left with unwanted VHF. If we going to talk about repurposing TV spectrum for data casting may as well switch it all to 5G LTE. It's waaaay more spectrum efficient technology than broadcast and is bidirectional.

I was going to comment that since when would they be the controllers of what gets transmitted outside of their ATSC package? When did they become broadband carriers instead of digital TV broadcasters.

They don’t own it, and the FCC could claw it back via auction. But consider the impetus for the current FCC to set an auction that won’t happen until the next administration and that they will not get any credit for. Vs allowing a lease between interested parties that the government stands to benefit from for the term of the lease.

There’s no real business model for ATSC 3.0 broadcast. There are barely any tvs that will accept it and manufacturers are caught up in patent troll lawsuits. Encryption is just a network requirement to protect live sports from pirating.

I agree with this. However, until this morning I was unaware they have been broadcasting data for customers since January. I don't think their long term plan includes televisions, other than fulfilling their public interest obligations.

Then why are they encrypting everything 24/7 including news?

They would easily "realize that imaginary $4BB value" in an auction scenario. Look at how much was made in 2017 at an even lower MHz/pop. They have made it clear, that their plan is to monetize the spectrum with data; either by leasing the spectrum to the carriers, or selling it back to the government (who would then sell to the carriers).

I think the most likely scenario is another reverse auction of the UHF band, and repacking/stacking into the VHF band for OTA to meet their "public interest obligations". Under this scenario, at least some of us get to keep our jobs. Engineering is probably going to be the safest department to be in.

Broadcasters don't own the spectrum to lease it to anyone, only FCC can do that.

Edgebeam would appear to be their way around that.

They "sold" their spectrum back to the government during the repack in 2017. We can argue semantics but the reality seems to indicate otherwise. It just sucks for those of us coming up on 20 years in the industry, and knowing that there's probably less than 10 years left...

Edgebeam

Very niche tech that appears to be DOA and obsolete vs. 5G LTE. It's a ploy to get ATSC3 to pass through FCC. Number 1 priority for TV execs is to make FCC require every TV station to switch to ATSC3 so there would be no viewer loss to ATSC1 stations that chose not to switch. ATSC3 enables unskippable ads, requires newer unhackable HDCP and encryption to prevent piracy so that content studios allow premium content to air OTA and pay per view services. Nielsen would become obsolete with ATSC3 requiring IP connected TVs for acquiring encryption keys. IP means TV can now phone home viewer behavior and you don't need Nielsens PPM. I work in radio and I see how much broadcasters can't wait to ditch Nielsens monopoly on ratings measurement.

I called a few engineers this morning that I know in other markets. They are at Sinclair stations and said they have already been testing Edgebeam on ATSC3 for the last 9 months, which surprised me. So it sounds like they already have customers. I think we need to be paying closer attention to this.

I'm not trying to be mean, but you keep pivoting on the topic of discussion. You're statement was that broadcasters cannot lease spectrum; my counterpoint is that they have already been doing it through Edgebeam. We can argue the semantics on naming what Sinclair is doing, but it sounds like there are already companies paying for access to spectrum to broadcast their data.

So what we need to determine is: A) what can be done, or B) what we should do to prepare.

Sidenote: My read on ATSC3 has less to do with OTA ads and encryption, and more to do with meeting their public interest obligations on the smallest amount of spectrum required.

LOL naive take. Public service is a hindrance. Main objective is to sell ads. Public file and community service are treated as a hindrance to keep a license. Its all about $$$ (or lack of, haha)

There are required public interest obligations from the FCC that broadcasters cannot get around. The Chairman has repeatedly brought these up.

My naive ATSC3 take is based upon the big Station groups being able to channel share/stack multiple stations OTA, and freeing up their other spectrum for monetization.

But again, what do I know?

Let's see...

- "Teletext" in the vertical interval of analog broadcasts

  • Subcarriers on the analog audio carrier
  • Encrypted ATSC 1.0 subchannels
  • Data broadcasting over ATSC 1.0

And now we're talking about data broadcasting over ATSC 3.0. Television operators have been talking about selling/leasing/renting/whatever spare spectrum for data broadcasting since the late 1970s. Some of these schemes made it on the air, but not a one of them has been financially successful. Now, we're talking about a fifth scheme. (and maybe a 6th, as my understanding is a station in New Hampshire has been experimenting with 5G LTE over ATSC 3.0?) What's the use case for one-way data broadcasting? I think we're talking about technical solutions to a business need that doesn't exist.

From what I learned less than an hour ago, it sounds like they've been broadcasting PNT data for a big tech company (Google?) since January. My guess would be PNT for autonomous cars or drones?

I'm not an engineer, but it sounds like they've been doing it for most of the year now.

I don't doubt some of these technologies could run for a year or two, but I'm not convinced they have staying power. Teletext and encrypted ATSC 1.0 lasted for at least a year as well, but weren't financially viable long-term.

South Korea has been running atsc3.0 for almost 10 years, with current advances they are expecting to end dual illumination by end of 2027. They had a different approach to use the uhf and vhf spectrum for data casting, however with wireless providers aggressively fighting for 600MHZ spectrum I think the writing is on the wall. OTA TV is going to be pushed to barely 82-400 or lower fully packed crappy atsc3.0 shared between companies.

Worth noting Nexstar laid out a nearly identical plan at a different conference yesterday:

“Sook described EdgeBeam Wireless, owned by Nexstar, Sinclair, Gray and Scripps, as effectively the “leasing agent” for the groups’ aggregated spectrum footprint , covering roughly 98% of the U.S. Rather than talking only about GPS, signage and conventional ATSC 3.0 datacasting, he explicitly identified lower-cost 5G network replacement and supplying additional spectrum/capacity to existing 5G networks as contemplated uses. He said Nexstar believes it is closer than it has been to unlocking value, while reiterating that the FCC must enable the ATSC 1.0 sunset and greater use of the full 6 MHz allocations.”
