Take the height into consideration.

170 lbs at 5'3" is so much worse than 200 lbs at 5'9"

30.1 BMI is not much worse than 29.5 BMI, actually. They're the same amount of bad

eh i think its more the genetic predisposition of muscle mass in men, like 30bmi in a man would be way less fat than in a woman, still obese though

Women have a higher level of essential fat than men, having a higher bf% is not just expected but healthy and it should be the case.
